Apparently none of the CPUs of the "Intel Core 2 Duo" series have integrated graphics, as Intel started doing that in 2010 for CPUs, and Core 2 Duo is older.

Intel did have integrated graphics on motherboards though. The question would still come down to which model of MB we are talking about though, as to be able to look at the exact specs.

Over the thumb, it sure may be that an ATI 3D Rage GPU may not be as good as the MB integrated graphics. These Rage GPU were released in 1996, and a MB running a Core 2 Duo CPU would likely be around 10 years newer.

You barely provided any details, so no idea what your budget or requirements are, but if what you're trying to do can be done on a phone/tablet, even a cheap one would be more powerful than either of those options. If not, maybe even a RPi running linux, which would be cheap and probably more powerful than what you have. This seems like a situation where instead of asking which is better between two choices, you might be better served explaining what you need to do and getting help finding better, alternative means to accomplish that.
