Intel® Core™ i5-3470 vs Intel® Core™ i5-4440

I just needed to know although the 4440 is fourth gen will getting the 3470 affect fps in gaming and other stuff such as Design and 3D Modelling

And whilst im asking does anyone know a website that provides a benchmark for how much FPS a GPU/CPU gets in a certain game

No, there will not be significant gain. Majority of games relies more on the GPU than the CPU, in addition, both CPU that you've mentioned does not have a huge gap in performance because Haswell did not improve much in the performance prospective.

So really I'd be better off with the cheaper 3rd Gen or Fourth Gen?

Whichever one works best for your money, keep in mind that there's motherboard/chipset difference.
