Question Intel 13700H shows very weird usage percentages ?

I bought the new dell inspiron 16 plus with a 4050 and an intel i7 13700H.

I have my computer idle except for core temp open to check the load on each cpu. All cores have 0-1% usage except for core #2 with a usage of 28% and fluctuation. It soon spiked to 95 degrees and core temp marked with an (!) beside it.

Does anyone know the issue?

Dell tech support was kind enough to completely ignore me. thats why i created a toms hardware forms account.

That's a laptop, right?

Quite powerful; 16 cores and 24 threads.

Have you used HWInfo64 to get greater detail?

Any evidence any of your cores have throttled?

What is the longest any of these spikes have lasted?

It is a laptop, 16 cores and 20 threads.
The load on core 2 is only SOMETIMES high. (all while idle).
HWInfo64 reports nothing wrong.
When the load is high, i'll check hwinfo64 again and post a screenshot

The information on this is a little fuzzy but supposedly Intel's recent CPUs have so-called preferred cores. These are the ones that can turbo boost the hardest so they tend to get picked for tasks first. And if the core is boosting, it's going to raise in temperature quite a bit.

I appreciate the help, but the issue has not appeared in almost a week.

I ran dell's update utility when i posted the thread, now the issue has not existed
