Im planning on buying a pc, not building for reasons, and i found a pc with an i5 6400 and a 1060 3gb. And while researching online i found conflicting arguments if the i5 7400 will bottleneck the 1060 3gb.
Im planning on playing games like overwatch at around 70+ fps.

Bottlenecking is pointless to worry about and best not to get yourself caught up about it. It is inevitable anyways. You can read more about it here, https://pcpartpicker.com/forums/topic/214851-on-cpugpu-bottlenecking-in-games

Choose a CPU based on the FPS you want in the games you play. Choose a gpu based in the graphical settings you want in the games you play at that FPS.

That CPU will without a doubt perform over 70 FPS in overwatch (can perform above 144fps actually).
With that GTX 1060 3Gb you could play overwatch at epic settings 1080p with minimum of ~70FPS ( average ~ 95)
