Intel AC 7260 mpcie not detected in device manager in Windows 10

Hi,

I have a mini pc with i7 6600U cpu. So it's essentially a laptop with a desktop case (minus all the laptop specific keys, such wifi on/off, fn keys, etc)

I got an Intel AC 7260 wifi/bluetooth card. Initially, both wifi and bluetooth are not detected. Meaning nothing shows up in device manager, so I can't even update/install the drivers.
Then, as suggested by few posts, I taped pin 20 and 51. Pin 51 got bluetooth working but 20 did nothing for wifi. The wifi adapter will not show up in device manager.

Resetting bios settings, reseating the card, reinstall Windows 10 doesn't help.

I installed another wifi/bluetooth card from other laptop (sparklan card). Bluetooth always works. However, wifi adapter sometimes go missing in device manger as well. To fix it, I have to shutdown Windows and unplug power for few minutes, then wifi comes back to device manager.

I would like to get the Intel AC 7260 working, or at least get rid of this unplug power step. Any ideas?

I might have gotten confused with the above post but did you make a smaller desktop(with off the shelf parts) or did you just transplant your laptop's innards to a desktop like case? If the latter or former you're going to need to shoot us a make and model of your donor laptop as well as the case you're working with. On that note, have you made sure that your motherboard BIOS is up to date? You may want to pass on the wifi cards SKU since I know that the NGFF version works on Windows 10, while the HMW version works on OS prior to Windows 10(or so it's said to be glitchy on Windows).
