I wouldn't say horrible, just treat it like a 500W since it's 12v rail only does 38A. Reviews aren't terrible (i.e. I haven't seen anyone claiming fire hazard or saying it damaged components). But then I can't find any real reviews on johnnyguru or hardwarehaven.
I wouldn't recommend anyone buy one but many people have used them fine for years. It's not nearly as bad some of the PSUs on newegg.

okay I found one person say it caught on fire after he swapped his 6870 for a 7970 combined with an oced 2500k. I guess it doesn't have overcurrent protection. That's one in 500 some user reviews so take it for what it's worth. Whatever you do, don't draw more power than it's rated for (the 12v rail, not the 650W rating).
