Question Intel Boot Agent then blinking underscore

So every time I try to turn on my PC it shows the Intel boot agent and then it just shows a blinking underscore and never does anything.
The SSD works in my laptop but not my desktop.
It's an optiplex 790 with an i5 2500
 
The 2500 is old enough to only be able to run MBR disks while newer systems run on GPT.
If the disk boots up on your laptop and it's a newer model that it is normal that it would not boot on an older system.

You would have to format the disk into MBR to make it bootable on the old system.

Depends on what you have available.
The most basic would be to load up the windows DVD from a DVD or a USB go into recovery options and format the drive with disk manager,or go to through the normal installation process and on the disk select stage just select the disk and delete everything on it and format it to be used on that PC.
You can even first try the automated fixes.
