i need some help can any one tell me what should i do i have intel DH61WW motherboard, does it have a weird booting, like everytime i turn on the cpu i could hear the fans working but no bios screen yet and sudden it turns off for a second then it turns on by its self and it boots normally now, does intel have that routine?

Try this first.

Reset the CMOS memory the right way as is described in the motherboard manual using the clear CMOS link with the power cord unplugged.
And when the battery is out, press the power button to discharge all the electricity from the system.
