I ran Intel Burn Test on new computer. It did the standard one fine. Then I tried high, it was at 60 for 3 seconds then jumped to 100. What's the problem? I have the H100i cooler. Then I ran the standard one again, it reached 100 after 3 seconds like the high.

Solution
Your settings are way out of whack!
The cpu voltage is dangerously high .And your speed is below stock.
Manually set-up your cpu in the bios.
Overclocking utilities are shite from any mobo maker imo.
At least according to CPUZ,why don't you download the regular version of CPUZ.
Hw monitor looks fine.
Although your cpu voltage is still too high.
My 4770k voltage is 1.2v at 4.4Ghz.

I assume your at stock? Can you check your core voltage with CPU-Z?
100 is the thermal throttle point for your 4770k and will damage if it runs that for a extended periode of time.

You might installed your h100i wrong

That speed is when it was idle. When I run things. It goes up to 3.9Ghz

Your idle speed was low too according to your cpuz post.
1.4 Ghz and multiplier at 14 is not stock for a 4770k.
