Intel Chipset bottlenecking internet

I'm having trouble with my internet speeds. So I just recent build a pc and everything is fine. I installed the Intel drivers and connected to the internet. It connects but I'm only half the speed I should be getting.

My normal speed is 20mbps but speedtest.net is only showing 10. It can't be my ISP (which is TWC if anyone is asking) because my other devices like my laptop and my smartphone are showing 20 down.

Heres my system:
OS: Win 7
CPU: i5 4430
HSF: Stock cooler
Mobo: Gigabyte Z87MX-D3H
GPU: x2 MSI R7950-3GD5/OC BE
RAM: Crucial Ballistix Tactical Tracer 8GB dual channel
PSU: Silencer High Performace Power Supply 750 Watt 80+ (Its a sub division of OCZ)
HDD: Seagate Barracuda 7200RPM 3TB
SSD: Samsung 840 Evo 120 GB
Case: Corsair Obsidian 350D
 
Im not too sure what your trying to say. Look where and for what? Anything labeled intel is very vague. Theres nothing in task manager and anytime i try to uninstall "anything that says intel" from the control panel it just disconnects me from the internet.

This is my own post on another site. In short I had to tweak around some settings in the network adapters. This is what I did:
Network Connections > Local Area Network > properties > configure > Advanced
Under the Property scroll bar there was an option called "Speed and Duplex" I changed the Value for that from "Auto Negotiation" to "100Mbps Half Duplex" This particular value might not work for everyone so at this point its just trial and error between the different options.

This may not work for everyone, I just thought I'd post this for any wayward enthusiast.
