A Q75YES is a Pentium 4 (single core) LGA775 "Prescott" 32-bit CPU running at 3.6Ghz from about 2003-2004. The "Confidential" means that CPU was used in development testing- it was made to test and work out refinements . Often, those CPU's are running at lower clock speeds than the final version and this is related to the bin selection of CPU's. They start out the same and are then tested for speed and selected. In Xeon E5 v2's, every CPU started as an 8-core. After testing, a few could be found that would run two cores at 3.8GHz and the other six cores at 3.2GHz and that would be a $2,200...

The next one though might only run four cores at 3.0 and that would become a $250 E5-1607 v2.

The P4 500 series was the last P4 that was 32-bit- a 600 series would be 64-bit. For a CPU collector , it might have some interest, but the value is on the "low" side.
