Did you reinstall your OS after recreating the bootable installer using Windows Media Creation Tools? If so, you should connect to the www and download the latest drivers for your iGPU provided you're talking about Intel's Graphics Control Panel and not the old control panel where all the apps would reside. I'm also assuming you're on Windows 10, which is I why I apologize if I've assumed as much. You didn't include much in the thread's body.
