The multi should be 11 underload. 11x200=2.2ghz, and 6 at idel or 6x200=1.2ghz. Question is why is not spinning up.

Do you have any energy managment software installed?

Check the bios to see if there is a way to disable speedstep. This should force the motherboard to run the CPU at full power all the time. If it then displays at 2.2 then you know the issue is a bios setting. If the computer continues to clock it down to 1.2 then the issue is most likely a problem with winows power managment.
Put some load on it then open CPUz. I noticed you have CoD blops installed. Fire that up and then ctrl escap and open CPUz. I bet it will be running full speed. Most modern cpus run at a low clock and power mode when at idle to save juice.
