Intel Core 2 Quad Q8300 and CPU Fan Problem

Hi, sorry if I am posting this in the wrong place. So about a month ago, I found this old pc in my garage and I thought about upgrading it. So recently, I ordered a Intel core 2 quad q8300 and it arrived yesterday.

Currently, I have my old processor in the pc which is the intel xeon e3110 and it starts up just fine.

However, when I put in my Q8300 and start the computer, the fan is SOO LOUD AND SPINNING SOO FAST and windows doesn't even boot.

I doubt that the cpu is faulty because it was in pretty good condition and I got it off a trusted seller on ebay.

Also, the case and everything inside is 100% clean.

What do you think my problem is and how can I solve it?

Your Xeon is a 65 watt CPU, the Q8300 is a 95 watt one. Did you check CPU compatibility for the motherboard to make sure it can run the CPU you got? 30 watts extra power can also cause issues for the power supply if it's a lower wattage one.
