Your stream will not be smooth and the settings will not be high. Doable, not recommended.

I have experience with the same proccessor as it's the one I use in my desktop. I use OBS Studios to record and stream, when recording the CPU often gets overwhelmed and freezes the recordings for seconds. Your 2nd generation and dual core CPU will not be able to handle GTA V alone as that game is very CPU intensive.
