i have Intel core i3 3210 CPU sometimes
computer lags for seconds so i made a test

It is not a high end CPU. It is good for everyday things though.

That CPU got a benchmark of around 3k. That is not too bad.
Get rid of all your junk software and it should speed up.
If you have Norton get rid of it. Go to MS Security Essentials.
Much better and 100% free. Made my MS too.

Did you install all of your computer's drivers?
My AMD chip in my laptop used special drivers to unlock the full potential.
A clean Windows install will make things fast.
You hard drive is most likely slowing your computer down.
Try cleaning it up. Also update your GPU driver.
Make sure you have at least 4GB + of RAM.
