Which one will perform better? I use it to watch 1080p movies or videos and microsoft office and web browsing.

I don't know what motherboards this include and whatever there's some other differences, with the Z-chipset motherboards here in Sweden the price differences would be larger, but there exist cheap H110 motherboards and DDR4 and DDR3 cost about the same so maybe that price is about the same here.

Since it cost more it would of course depend on whatever you'd get any usage for it or not, for your task you could use an older used computer too and the i3 as everyone else say will be enough for web browsing and playing videos.

The Skylake (6th generation core chips) can play multiple 4K (60 fps) videos at once, seem like the older chips can play 4K...
i5 6400 is better but cost more.

Two generations newer (not much of a difference there though) and quad-core without hyper-threading vs dual-core with hyper-threading.

If you will be paying the same of course the i5 6400 (the i5 6500 should just cost a little bit more and be clocked at 3.2 GHz instead), if there's a price difference which there should be then as said both can do the tasks you want to accomplish, but one of them is more capable than the other.

For gaming I would atleast recommend the i3 + GTX 750Ti/950 or R9 380 and for better performance the i5 and GTX 970/R9 390/390X and so on but since that's not something you claim you want to do ..

Then again to purchase any PC for surfing and video is pretty expensive relative how little more it would cost to stuck a graphics card in there too =P.. But if that's not your thing :)
