[SOLVED] Intel Core i3 9100f or amd ryzen 5 1600 af

So i am very restricted on the budget. And I don't know what is better option. To go intel with 2x8gb 3200mhz or ryzen with 1x8gb 3200 mhz . They cost exactly the same maybe 3 dollar difference with the mbo(Gigabyte B365M H, B450M-A_PRO_MAX) . Which option should I pick. I am planning to buy in 1660 super in the later future. CPU: AMD athlon x4 860k
MBO: ASUS a58m-k
RAM: 1x8 gb 1600 mhz kingston
GPU: XFX RX 570 8GB (1 year old)
HDD: toshiba dt01aca100 1tb
PSU: LC Power 6550 550W (1 year old)
CHASSIS: Cooler Master K280
OS; windows 10 pro
And can someone explain difference between cl16 and cl22 memories.

For modern gaming you need dual channel RAM of ideally 2x8gb or more, not having dual channel will cause stuttering and performance issues. However the extra cores and threads of the 1600AF means it can give a better gaming experience. The ideal setup is the 1600AF with the 2x8gb RAM. If you cannot do that then go with the 9100f and the 2x8gb but you may end up wanting a cpu upgrade as a 4 thread cpu is not ideal for modern AAA games. Personally I’d wait until I could get the 1600AF and 2x8gb.

CL in a nutshell. Column Access Strobe, how many clocks does it take to access the RAM. (oversimplified)
CAS Latency is measured in the clock speed, you can only compare the CAS speeds of RAM that is running at the SAME speed. change the clock speed and the CAS MUST change too.
with ram rated at the same speed, in your examples I assume, both at 3200 and one has a lower CL or CAS than the other.
When the clock speeds are equal (3200) the lower CAS is the faster RAM (16 is faster than 22)
