I don't think that. The power consumption is double in comparison with 3600 and 5600x . More power consumption = more heat =better cooling = more money.

Under the most predominant use these will see a stock cooler should be (mostly) fine. A "gamer" would (probably not really be looking at) budget in a better cooling option anyway, IMO.
The energy cost difference is on the level of a candy bar and a soda level for the year.

2x Ryzen 3600 less power consumption than a single i5 11400, but intel gets the crown?

The 11400F w/stock cooler mops the floor with the 3600 . Add a $30 - $40 aftermarket cooler, remove the power limits in the bios and it gets even worse for the 3600. There's multiple reviews on the net to back that up.

If you see bias its because you are imagining things. Toms called it when AMD released the 3000 and 5000 series processors that they were better than intel's offerings at the time in their own respective ways. Though AMD costs more than this particular Intel processor, it took Intel breaking years of its own norms by adding so many features that AMD has had standard for over a decade that Intel effectively priced out its own top tier parts. It used to be that you had to pay the K tax to get overclocking on a 4 core 4-8 thread processor for almost 8 years. This is just one major norm intel had to break to remain relevant. Competition is good, and if AMD does not provide a compelling product at every price range Intel will come in with something good, and they did. Who cares about brand loyalty? We all win in these circumstances...

Tbh though, why does it matter if the 3600 is 2 years old or so? What matters is the cost-to-perf offered by the new chip. If the new Intel chip can give even similar perf for lesser cost (and after including an aftermarket cooler, having a more expensive chipset [MB] and also has an iGPU, which will do well for the current market situation), that is what people will get. Isn't this how AMD got into the game after 2017 in the first place? Intel opening up Mem OC and power limits for the cheaper chipsets was a great move, in lieu of the heavy competition from AMD. Its AMD's loss here that it still does not have a viable sub-$250/200 chip right now. In this cost-category, fan-bases don't matter. Only Perf-to-cost does.

The only thing we could debate as bias - is if there is some inherent bias in the way Tom's hardware skews the review towards any product.

problem with most 11400 reviews is failing to consider that the Intel part is never available at MSRP, always above $200. It has integrated graphics though

These days huh? That comment reminds me of the negative people we all know in our lives who can only remember/discredit negative things they perceive as some sort of bias or wrong doing. The only bias I see here and elsewhere is from hard core fanclubs of either Team Red or Team Blue who just can't stand it when the opposing team scores a win from a hardware review site. Do you honestly think Tom's is biased for Intel based on their history of processor reviews, even recent years ones where they were not exactly flattering to Intel in a "new" processor review? To what benefit would that be for them arguably the most credible hardware review website on the planet. No, you don't remember any negative Intel reviews because you agreed with those reviews that paralleled your own AMD bias. See how that works?

Not really when you consider that full featured Ryzen motherboards can be had for less than $200 in all form factors including ITX. There's very few if any B560 ITX motherboards right now. And the high price of Z590 ITX motherboards puts Intel out of reach for those building a small form factor PC, and makes Ryzen that much more attractive, at least in that segment. I want an i5-11400 for the ITX system that I'm planning but the cost is insane right now.

Not that small form factor is much of a concern to people but here you go, they are available and pretty cheap as well.

My local Micro Center finally has the 5900X and 5950X in stock and has plenty of them now. That is one of the advantages of living close to one!
I am near their Tustin location in California. I just looked and they have the 5950x in stock... I kept looking for the 5900x there but never found it. Maybe I will stimulate the economy this afternoon...
