Intel Core i5 3210M Turbo Speed

Hello,
I'm currently using a Toshiba c850 laptop with a i5 3210m cpu. My problem is i5 3210m turbo speed rated at 3.10GHZ according to intel and other cpu databases, But my laptop doesn't get past 2.89GHZ in tubo mood. Did a stress test too but 2.89GHZ is the top speed. Is there any way to get rated 3.10GHZ speed in my laptop?

3.1ghz is when a single core is being used. When both are used, you get 2.9ghz which is what you are getting.
