It will be close, but the 4460 should be a little faster as it is more efficient (more work done per clock cycle). If you google the "i5-4460 review" I am sure you can find some reviews and benchmarks where they are compared directly.

btw: the 3470 and the 4460 are both 3.2ghz. The 3470 is not 3.6ghz except in Turbo.
