Intel Core i5 4590 Bottlenecking

My CPU is bottlenecking on some higher end games like Watch Dogs 2, Far Cry 5, The Division etc, but I don't know if getting a I7 is the right solution. Could anyone tell me if it would be better upgrading a different part or is it best to just go for the I7?

RAM - 16GB DDR3
Motherboard - ASRock Z97 Extreme6
Graphics Card - GTX 1060
117GB SanDisk SSD
465GB HDD

If you can find a 4770(K)/4790(K) for cheap then that would be a good upgrade or get the Ryzen 2600/B450/3200mhz memory or wait for the 3rd gen Ryzen CPU's (6C/12T for like $100).

The GPU is solid, and storage space is subjective, but DDR3 is a little old and if you upgrade to an I7 you may very well be upgrading the MOBO aswell unless you can find an I7 with the same socket. And of course if you upgrade the MOBO to a DDR4 system, of course ram will needed to be upgraded aswell. Have you settled on a particular model of an I7?
 
I'd suggest you get Afterburner and set it to look at each core of the cpu and the gpu usage.
You do this in the settings. It's pretty easy to figure out.
Then play a game for a while and exit out and look at the graphs.
You might see the gpu max out or one or more cores max out.
This will especially happen during times when the fps drops.
