I need to make a choice between these two, I will play games and record at the same time and then edit the videos.

Specs :
GPU:Sapphire Radeon TRI-X R9 290 4GB
RAM: Crucial DDR3 Ballistix Tactical 16GB
MOBO for Intel : MSI Z97 GAMING 5
MOBO for AMD: ASUS Sabertooth 990FX R2.0
CPU Cooler : Cooler Master Hyper 212 Evo

Fx-8350 has a better ability to run multi-threaded workloads like gaming and recording at the same time. The FX-8350 would be much cheaper and you could spend the money on a graphics card. The CPU does not effect gaming as much as the graphics card. Because you are using multithreaded programs, go with the fx 8350 and use the money on something else
i5 4690k is the way to go if gaming is the main concern and budget is not the issue.
i5 4690k has a bigger price tag than FX 8350 but is faster.
i5 4690k will outperform FX 8350 in games and for editing purpose both will have almost same performance.
Also MSI Gaming 5 is slightly better than Asus Z97-A in VRM department and also has better on-board solutions.
 
I'd probably grab a Xeon 1230v3 in your position. It's the equivalent of an i7 4770, but cheaper (and doesn't have an iGPU, which is disabled anyway).

You could pair it with a H97 motherboard and the price would probably equal that of the 4690k and Z motherboard.

The extra 4 threads (hyperthreading) that the Xeon offers would be very useful for heavy multitasking, like recording. As well as for editing. It would easily outperform the FX 8350, even if that was clocked to 5GHz.

For your budget I'd avoid AMD CPU's.

FX 8350 won't be faster than i5 4690k even for editing purposes ( stuff like image editing, video encoding, etc).

Xeon 1230v3 will be better option among i5 4690k and FX 8350 if editing is the main concern. An overclocked i5 4690k would still be better performer than Xeon 1230v3 as far as current-gen of games is concerned (but that may change if games will be optimized to use 8cores/threads)
