Intel core i5 6500 vs i5 4460 vs i5 4590

Each of those CPUs come with a CPU Cooler and Fan as long as you get the retail package.
The i5-6500 is the better of the three CPU's, make sure you get a motherboard that supports DDR4 RAM.
When you choose DDR4 ram get the lowest CAS RAM you can afford at DDR4-2133 Speed since the i5-6500 is not designed to be over clocked you do not need faster RAM.

You no need over-clock simply if you buy PC listed by me you can do it in future.

well the board u have chosen is to expensive and its worth it... a simple b85 board is enough... if u can gor for the asus z170A and get the 6600K so u can overclock... if u do that u need ddr4 ram as well which isnt that much expensive...
or u can get cheaper b85 board and put a ssd for faster boot times..
(by cheap i dnt mean a $30 one i mean something for 100-90)
 


A B85 motherboard is not compatible with the the Skylake CPU he chose.
