My intel core I5 9400f reports to have a bust colck of 3.8 ghz but intel says it is 4.1 ghz what is wrong

All of them and the temperature is 65 to 70°C

Yes it goes to 3.9 ghz

That seems pretty normal then. 4.1GHz is the peak opportunistic boost, on a single core. Loading up all cores causes it to boost lower.
