Turn off PSU (there is a "- O" switch) and remove your cmos battery for a while and put back in. Touch metal before you do this to avoid static. it looks like: https://www.google.com/search?q=cmos+battery&source=lnms&tbm=isch&sa=X&ved=0ahUKEwjLi-PVw-vWAhWC4yYKHQwSD34Q_AUICygC&biw=1920&bih=949#imgrc=uToBcSDlezfimM:

make sure the PSU IS UNPLUGGED ANS SWITCHED OFF. Take out the CMOS battery, wait 15 seconds. Put back CMOS battery and plug in pSU and switch it on and turn on the computer and it should boot.

..Or simply short the reset jumper located on your motherboard.
never do that, I screwed up a mobo doing that Lol. Not the best day I had that day.
I do it all the time, that's what it's there for. Either you did something wrong or had a faulty mobo. It's a lot easier that removing the CMOS battery, especially if you mobo is laid out like mine with the CMOS battery directly behind the GPU, meaning I'd have to take my graphics card out to remove it.
