Intel Core i7-3770k 4.0 GHz high temps with water cooling?

I tried to overclock my i7-3770k to 4.0 GHz, because I recently installed a Cooler Master Nepton 140XL closed loop. I ran Prime95 Small FFTs. Within a few seconds, Core 2 went up to 75C. Core 3 was the coolest at 67C.

I tried remounting the water block and reapplying thermal paste to no avail. Is my water cooler faulty?
 
I've seen multiple benchmarks involving the Nepton 140XL and it actually performs better than the Nepton 280L and is only 2-3C hotter than the Corsair H100i in stress tests. Even Cooler Master shows a stress test of a stock i7-4770k (Haswell chips are notorious for generating more heat) only maxing out at 47C during a 12 hour period.
 
Yer I went off and had a look even when going nuts and clocking a CPU @1.45v they had this think running at 71 Degrees C, seems like you have a faulty one. You haven't changed the fan profile or the Voltage to the pump or anything have you?
