which one is better and faster ? laptop with (Intel Core i7-7700HQ) Or (Intel Core i7-8550U) Both with 16 GB Ram

I7-8550U is preferable if all other elements are equal.

Both have 4 cores and 8 t.
I7-7700HQ have 2.8 GHz base and 3.8 GHz max. turbo
I7-8550U have 1.8GHz base and 4.0 GHz max. turbo.

The difference is small but I7-8550U has TDP 25W 15W and 10W and I7-7700HQ has TDP 45W 35W.

In one case the battery will last longer and in addition to dissipating less heat the CPU will slow down less and can use the turbo longer.

Some laptops have great hardware but they work slowly because they get hotter and the CPU slows down. Therefore apart from the cpu it is important to know if the housing and the fans help to cool.
