Which of these processors is suitable for executing 10 operating systems (windoes 7 starter) in a decent virtualization way?

What are those 10 VMs doing? The biggest thing with virtualization is to have enough RAM. Your 10 VMs will need about 40GB, so you will probably want 64GB of RAM.

10 VMs are only for connecting to the Internet and viewing 10 sites . Every 10 systems with 10 users, each user sees 10 sites.

I think either CPU could support your VMs. You will be better off with the E5 Xeon since it has more physical resources. It is also DDR3 based so you can get the 64GB of RAM cheaper. For that CPU you want to buy either 4 or 8 DIMMs since it is a quad channel memory controller.
