I am looking at this combo of CPU and GPU for gaming computer!
My first option is:

Intel Core i7-9700F (4.7 GHz Turbo) (8-Core) 3.0 GHz with Nvidia GeForce RTX 2070 Super 8GB

My other option would to go ryzen 7 and go nvidia geforce GTX 1660 6gb I play games such as modern warfare, league of legends, over watch and world of Warcraft as examples. I also do photo editing on adobe software. I would love some insight on this.
Thanks in advance!

The Intel would be marginally better for games, Ryzen marginally better for productivity if significantly threaded.

Sounds like the Intel and 2070 would be better overall for your purposes, if the costs are similar.

3700 and a 2070 Super would certainly rock just as well as a 9700F....

If planning on 144 Hz refresh monitors, the 9700KF is only $5 more on Amazon? If you were to choose a decent cooler, get a Z390 board capable of MCE mode, and the KF model instead....

Hello,
I read your question and I was wondering how much ram you have.If you have 16 GB 3000MHZ ram or more then you should go with ryzen.
On the otherhand,
If you want you donot have above requirments then you should go with intel and RTX 2080 because it will give you an increase in gaming performance but keep in mind that price will matter.
