I had a Q6600 before this rig but at 4.05ghz (SLACR GO stepping) and the newer I5 are faster however a C2Q will run every single card config without any bottlenecking (run my 680 with that config before and only a few FPS gain with my I7)

** I was running at 4.05ghz OC speed so at stock speed it maybe bottlenecking a 680 but it will run a 660ti or below fine without a doubt at stock speed... (was running dual 560ti = about the same as a 660ti) And a 660ti is a beast so a 650 non-ti is a non brainer for that cpu...

I am still using Q6600 @3GHz +HD6850 and I am still not planning to go for upgrade this year.
I am now playing:
- Starcraft 2 + hear of swarm
- Mass effect 3
- Tropico 4
- Skyrim
- Torchlight 2

Now, for your case. Q6700 should not that different to Q6600. I say keep it if you already have it.
Q6700 is a true quadcore.
Try OC it if you like.

About the GTX650, I would go at least with HD7850 if I were you.

You could easily find a new G41 chipset motheboard almost everywhere and Cheap, that would do it for 4gb of ram (2 sticks) and a single GPU
