So a friend of mine recently came upon the urge to buy a gaming computer and needs help deciding basically just between the processors. Her options are I7-4710HQ paired with GTX980

Or a I7-6700HQ paired with 970. I told her that the first option would be better off but she wanted me to confirm that with all you lovely people.

Yep, option #1 is going to be superior for gaming simply because of the better GPU.

The difference between those CPUs will be negligible for gaming.

Cool, thanks. c: I essentially told her anything past High end I5's and early i7's is burning money and just falls onto the GPU to keep up. She'll probably be set for years of future gaming.
