intel cpu turbo boost not working

so I bought a laptop and I wanted to enable turbo boost (hp 250 g4 i5 6200u)and I opened bios but I couldn't find the option to enable it.then I used a stress test program while having cpu-z open and I saw that the clock of the cpu frequency is the same everytime ( 2195 MHz ).so in conclusion my turbo boost isn't working by default and I do not have an option to enable it.Can anybody help me?

What stress test program are you using? The clock frequency boost depends on the number of cores being utilized. It's likely that to boost up to 2.8ghz on your CPU, only 1 core can be used. There are other factors, but you shouldn't need to enable turbo. It should be on by default.

I am seeing more than just your current issue. The i5-6200u's base frequency is 2.3GHz. You saw it at 2.195GHz.

Turbo boost is enabled automatically. That may be why you can't find the option. I don't know for certain. Some lap and desktops do have the option to enable or disable. A couple things you can try.

Right click on your start button and click Power Options. Change plan to High Performance if it isn't already there.

On that same screen click on change plan settings. Click on change advanced plan settings in the resulting windows. Under Processor management make sure Maximum Processor State is at 100%. That 2.195MHz suggests either your stress test isn't stressing the CPU enough or the speed is being throttled due to settings or heat.
