intel cpu wont go over 3ghz ?

It could be something with the mobo HP uses or a Bios setting HP use in their systems, one quick way to check if it won't go above 3.0 GHz is using prime95 stress test to load the cpu up to 100% and check the cores speed, a simple check less than a minute will give you that information. if you like you can also run RealTemp to check the cpu temps while doing the test. Let me know what happens maybe the applications you run don't need the CPU full speed.

It might be some Bios settings that doesn't allow the CPU to reach the 3.40 GHz, could be some power settings in the Bios that will not let it go up in speed, you can check out windows power settings to get it on performance and see if it change at all.

my psu is not a problem its kind of over kill for this build 780w lol
i just got it because of upgrades letter on ...

the motherboard is kind basic what i have any suggestion for motherboard ? for my cpu ?
