That MB has a 95W CPU limit. I'm guessing a locked BIOS also. Here are 2 unlocked 95W LGA1156 CPUs.

Throttlestop 8.xx software can control multipliers and Voltage in Windows on locked BIOS MBs, and on unlocked CPUs raise them also. here's a thread on this.
