Intel DQ45CB Borked BIOS?!

I recently bought a Intel DQ45CB board from eBay to accommodate a E7300 that I'm using for a build (don't ask... I don't have $$$). I installed 2GB Hynix RAM, and someone gave me this seedy PSU with the brand "Power Up", and it says that it is a 400W. When it first booted, there were vertical red lines. I then proceeded to install Windows 7. After Windows logo monitor loses signal. I then tried to downgrade it from the latest BIOS, 133, to 109, in order to fix the above red vertical issue. However, after doing so it does not POST (screen turns on), and is stuck on code 50, enumerating PCI buses. Screen stills turns on, and freezes up to the code 50.

So I'm posting this to see if I'm truly ******, and need a BIOS reflash which my friend can do. Or whether there's another solution to all this.
 
it' hard to have answer to anything this days. I installed this mb 2 week ago and its a fine board with no problem. Best boards are from Intel in my humble opinion. Make sure you understand the difference in both "dvi" plugs and how to use it. As for booting it is particular to intel, do some reserch. Monitor losing signal win7 boot is normal cause i think the less then vga to more then vga switch is kind of slow on this particular new (for the time) display integration. Its rare that an integrated display can handle to screen !
