Intel DX58SO2 Boot Issue

Hello forum, first time poster. I have been a PC Builder for over a decade and have recently run into an issue that I have been unable to resolve.

I purchased an Intel DX58SO2 x58 Motherboard to support an older LGA1366 Processor I had laying around (Intel i7-940). I purchased two Ableconn PEX10-SAT SATA 6G Adapters to connect all the hot-swappable drive bays in my NORCO Rack Mount Server.

I have to disconnect all drives except the 120G SSD I have the OS (Windows 10) Installed on to get it to boot. Once the OS loads the drives can be pushed in and locked in place and are recognized with no issues, but they cannot be connected during boot. If they are connected during boot, the machine will post, enumerate all the drives connected to the storage adapters then go to a black screen with a blinking cursor and do nothing.

Initially I thought that one of the drives must be set to active other than the SSD boot drive. But I checked every drive in the machine, the only drive set active is the SSD boot drive. The SSD is currently connected to the motherboard Marvel 88SE9128 SATA3 controller in AHCI Mode. I also set the bios to boot to the SSD first in it's boot sequence. Unfortunately it shows all 20 drives in the boot priority list with no way to disable any of them. The Intel ICH10 SATA controller has been disabled in the bios and is not being used. I have tried enabling bios boot and uefi boot (boot drive formatted each time), neither seems to make a difference. I suspect that this may be the root of the problem, but hope that someone with better expertise in this area may be able to provide some suggestions.
 
I found that after removing the Ableconn PEX10-SAT expansion cards and utilizing only the onboard SATA ports the OS will boot. When the SATA controllers are introduced the boot sequence fails.

I am giving up on this board and purchasing a new motherboard & processor for my storage server.
