Intel e2160 underclocked

Hello, i have an intel e2160 processor which is described as a 1.8 ghz processor on every website (including intel) and its name on any setting in windows is pentium dual core e2160 @ 1.8 ghz. The problem is that it only goes to a maximum of 1.5 ghz. I have verified that by task manager and cpuz. In cpu z the multplier is from 6 to 9.
My motherboard is g31 and Phoenix award bios v6.0 pg
There is no option to overclock or change multiplier in bios, also no option to change voltage. Everybody is out there over clocking their processor and mine is not even running at base frequency 🙁 .

That motherboard is not overclockable. It doesn't have the settings in the BIOS that you need to change.

You can look at programs that will overclock under windows, like SetFSB, but they are dangerous to use as they will force settings that may harm you motherboard, CPU and/or memory if you don't know what you're doing..
 


 
I have tried setfsb but it didn't work. I don't want to overclock but shouldn't it at least run at its base frequency? Are there any other free softwares to do it? Thank you for replying
