Intel E5300, 100% CPU Usage

Hello friends,

I just installed Windows XP SP 3 without any other additional installation (except drivers), the computer even after openning 5 tabs on Chrome or while using the Skype or just watching a youtube video, hits to 100% CPU usage on Task Manager, freeze and turns itself off.

I monitored heating as well, it usually starts with 70 celsius right starting to computer and ends up over 100 celsius.

I tried to limiting the CPU Usage with several programs but caused lagging and slowing.

I would appriciate any helps!
 
I reapplied new paste, and re-installed the heat sink, as a result heat dropped to 30-40 degrees in startup and after a while it goes 70 degrees or not at all but freeze eventually. Is it possible the HDD is the reason to freeze and shut down? Even though, I don't get any blue-screen error from windows in any time. I can provide any info for the pc.

Let me update the BIOS definitely.
On the other hand, it freezes and after couple secs or sometimes mins later, it shut down itself.
 
PC had been sent to a computer tech service and came back, working just fine and smooth, nothing seems to be changed. they re-formated and took $10. Only difference i relized is on the CPU Usage tab of Task Manager, beside of green waves, I see red waves sometimes (the kernel times have been activated but it meant nothing). Intresting :S I have no idea what they did and unfortunately, I can't ask and learn since they speak different language :/
