[SOLVED] Intel Extreme suddenly not wanting to overclock

I have Dell XPS 9575 with the i7-8705g. Up until recently, I was easily able to overclock and undervolt inside Intel Extreme Tuning Utility.
However, I just reinstalled Windows. Now it says that "my platform doesn't support overclocking". I know this to be false because I was using the very same software to overclock and undervolt just a few weeks ago.
Anybody know what could cause this?

This was after re-installing Windows, but yes I tried that.

I figured out it was a BIOS patch due to Plundervolt.
My new Dell Precision has the voltage locked as well. I contacted ProSupport to ask about downgrading the BIOS and they told me that it would not void my warranty. I'm still hesitant to do it though.

I've disabled SGX in BIOS and restored defaults, so at least now my i9-9980hk isn't stuck at 2.4GHz--I have all cores running up to 4.9GHz now. The problem is, with voltage still stuck, it's running hot. I have not yet found a way around the voltage lock.

I sure hope Dell pushes a fix soon.
