Intel Extreme Tuning Mistake, Crash and No Boot

System Specs

CPU: Intel Core i5 4690K
CPU Cooling: Cooler Master Hyper 212 EVO
Mobo: MSI Z97-G55 SLI ATX
RAM: 4GBx2 Kingston KHX1600C9D3K2/8GX
GPU: ASUS GTX770-DC2OC-2GD5
PS:CX750 750W RT

I was playing around with CPU core voltages since my i5 4690k was unstable at the default settings. I was able to find a stable core voltages, but I wanted the CPU voltage to be in Adaptive mode to save power.

Long story short, I enabled Override Vcore mode without clearing the Offset Voltage I had set. I think it was 1.275 Vcore + 50mV offset voltage. So ~1.325V CPU core. The system crashed hard as soon as I hit Apply on the Intel Extreme Tuning utility. No BSOD, just straight down.

Now I cannot get the system into BIOS. Fans and hard drives spin up, but no PS2 keyboard or USB mouse, video (GPU or iGPU). No POST beeps.

If I remove all the RAM, I do get 3 beeps indicating missing RAM.

Any ideas? Could I have fried the CPU, mobo, or both?

It's not looking good, unfortunately.. You're not supposed to go over 1.3V even on the most aggressive OC's.
I don't think I can help past here unfortunately 🙁
You don't have any other CPU or mobo you could try? You may have to bring your CPU and mobo into a computer store and have them test both for you and tell you which is the problem.
Can you try clearing the CMOS?
Unplug the power cable from the PSU, press the power button (to make sure all power is drained), then ground yourself, find the battery on the motherboard and take it out. Press the power button again (with nothing plugged in) then re insert the battery. This is reset the settings in the BIOS and you should be able to boot.

I tried clearing CMOS by putting a jumper on the clear CMOS header on the motherboard. I believe this disconnects the CMOS battery. I had used the same method previously, and it did wipe the BIOS settings, so I'm reasonably confident that the settings are cleared.

Yeah... thats what I had feared. Wanted to get a second a opinion, thanks for the help. I don't have a compatible spare CPU\Mobo, but I do have a spare PSU. I think I'll give that a try this evening.
