Intel GMA 4500MHD and Counter-Strike 1.6

I have a Sony VGN-NW265F laptop, but Counter-Strike 1.6 doesn’t have consistent frames per second. It jumps from 15FPS to 60FPS constantly. It is pretty much unplayable. I’m using OpenGL and everything is on “application setting” with the latest Intel 2086 drivers.

Counter Strike: Source, however, is playable and I get mostly around 40-60FPS. This is probably due to the more efficient graphics engine in Source.

Is there a solution for Counter-Strike 1.6? I just need consistent 60FPS for CS 1.6 to be playable. Thanks.

P.S. I know Intel integrated graphics are weak compared to discrete graphic cards, but I got this laptop for only $519 with tax during Black Friday of 2009. Any helpful advice would be appreciated.

There aren't many options in video settings for Counter-Strike 1.6 like there is for Counter-Strike: Source.

This is what I have under the video settings in Counter-Strike 1.6:
Renderer: OpenGL (D3D made no difference for me and actually gave me lower FPS)
Resolution: 1024x768
Display Mode: Normal (widescreen was grayed out)
Color Quality: highest (32 bit)

This is what I have under Intel 3D driver settings:
Texture Quality: Balance (tried choosing "performance" and FPS was the same, but texture looked 5x uglier)
Anisotopic Filtering: Application Settings (means it is "off" unless application requires it)
Vertex processing: Application Settings (tried choosing "default settings" & "software processing". It gave me lower FPS with these 2 options for some reason.)
Vertical Sync: Application Settings (vsync is "off")

I really have no idea what is causing my FPS in CS 1.6 to be so inconsistent from 15FPS to 60FPS. Does anyone else have this problem and know how to solve it? Thanks for the input guys.

P.S. Dawn of War: Dark Crusade, Warcraft 3: Frozen Throne, Counter-Strike: Source, etc. work perfectly for me and all these games are more graphic demanding.

Is there no "Advanced" button you can click to get more graphical setting options in CS1.6? Its been far too long since I played that version. You really ought to be able to run that NO PROBLEM at 1024x768 with the GMA4500. I don't really get it. Why play 1.6 anyway if you've got CS:Source? May just be some weird hitch with CS1.6 Not sure what else to tell ya, sorry!

I typed those settings into the console ~ and rendered it in Direct3D, but it actually made performance worse. I get around 15-40FPS using Direct3D. Thanks for the help though.

I found a temporary solution. In the console, I typed hud_saytext 0, fps_modem 60, fps_max 60 (I get constant 60FPS), but this disables chat with people on the server. I also noticed when I use night googles, see colored "overlay" text on my computer screen from the admin or server, or run through a smoke grenade, I get 9-15FPS. So, I'm guessing the Intel GMA 4500MHD has a bug in the drivers for Counter-Strike 1.6 for when there is an "overlay" text or "overlay" graphic detail in the game then my FPS slow down to a crawl.
