I recently got a free pc, its the emachines T5062 intel P4 519 computer. It has integrated graphics, and im wondering if it will be able to run areo effects. I have 4GB of RAM in it that i installed afterwards, and it is now maxed out. I dont use SATA i use old IDE drives, but my main question is if i in any way can run areo on windows 7. Also i would appreciate it if someone could find a 32bit windows 7 driver for it. Any help is greatly appreciated thanks.

Unfortunately Emachines don't support Windows 7 on the T5062 (ie they never released any Windows 7 drivers for it).
The only two Windows versions supported are XP (32-bit) & Vista (32-bit):

The Vista drivers (or at least some of them) may work on Windows 7 so give them a try.
If it's currently running Vista, Windows 7 should run better since it has much improved memory management and is less RAM-hungry.
