I can't run the windows 10 64-bit graphics drivers because it says my PC does not meet the requirements.

Specs:
i7-6700k @ 4.6MHz
R9 390
725w PSU
16 GB DDR4

Solution
I don't think so, but you seem to believe that it does for Witcher 3; the OP selected a best solution, but he never confirmed that resolved his issue of if he chose to reinstall from scratch. Is there an exclamation mark for the iGPU in Devices Manager? Did you install and run the Intel Driver Update Utility? That should take care of all Intel drivers than can be updated.

I checked this guide that only mentions AMD and NVidia drivers: http://now.avg.com/the-ultimate-witcher-3-performance-guide/
I always install the Intel drivers before installing the discrete GPU; if you remove it and connect the monitor to the motherboard, then you should have no problems installing the iGPU drivers.

But if I'm not using the igpu then do the drivers still effect my R9 390

It says "part of the program did not finish as expected." It then points me to the log file, but there are thousands of entries in the log file. Also it at the bottom it says, "0x80070643 - Fatal error during installation."
