Question Intel Haswell turbo boost?

Currently I have an i5 4460 which is 3.2ghz base and 3.4ghz turbo. I found somewhere that the 3.4ghz turbo is only 1 core, and the all core boost is just 3.3ghz is it true?. In the bios (I have an b85 mobo, I can't overclock or anything like that) I synced all 4 cores to a fixed freq (3.4) I ran some cinebench and I saw improvements, and I checked the cores (with cpu-z) and they was 3.4 ghz all the time (all 4 cores) so the freq. fixing definitely worked. So my question is: Is it true that the i5 4460 all core boost (without any tweaking) is 3.3ghz? Because I found a very good deal for the i5 4590.
And the important part: And I'm sure that the i5 4590's all core turbo is just 3.5ghz and the 1 core turbo is 3.7ghz and I would be very happy if I could sync all cores for the i5 4590 to 3.7ghz, it would be a nice performance jump.
And if the 3.3ghz all core turbo isn't true for the i5 4460, then my simple question is: Can I sync all cores to 3.7ghz for the i5 4590 despite the (3.7 1 core and 3.5 4core turbo)?

In all honesty, don't waste your money. You're only travelling along horizontally when you speak of dropping in a Haswell locked CPU in place of another locked Haswell CPU. The simple answer to your question is, your mileage can and will vary.
