Intel HD 520 abysmal performance

Alright, so I play a lot of games. This is the first time I have encountered this problem. Last month, I was able to play Minecraft with my friends at about 50 - 200 FPS on high settings at 1080p. I could play CS:GO on high settings at 150 FPS at 1440p. Now, I'm playing Minecraft on lowest settings, 640x480, and only getting 20 FPS. I can play Roblox (which is another game I play often with my friends) on the lowest graphics settings, at 15 FPS. I have no clue what I did to make it so SLOW, have tried to install older drivers, install OEM drivers, and wiping my PC is the last resort.

tl dr: My Intel HD performance went from good to crap.

Stressed the cpu with BurnInTest, CPU-Z said that it was running at its full speed. Couldn't get OpenHardwareMonitor to stay open. When I opened OpenHardwareMonitor, it would just freeze.

[Edit]: I'm using Intel Extreme Tuning Utility to stress the cpu, and its leveled off at about 55 degrees.
