Intel HD Graphics 400. 4K Streaming?

Will this graphic card be able to stream Netflix in 4K

Im thinking of getting the Beelink BT3Ⅱ PC which has the 400 graphics card.

Yep, that should be good. I was able to stream Luke Cage in 4K with 40/12. Also remember to get the UHD version of Netflix, not just standard. I think it's 11.99/month.

But the PC I will get only have HDMI 1.4 output. Will it work then?

1.4 should be fine, as long as you don't plan on gaming in 4K (which you won't be able to). It delivers 24/30fps which is what movies uses.
