Intel HD Graphics 4600 in PC CPU vs Laptop CPU

I'm just wondering if there is a difference in terms of performance power between the above mentioned iGPU if it's in a PC CPU (for example a i5-4670k) or a laptop CPU (ex. i7-4710MQ).

The i7-4710MQ has a slightly higher Graphics Base Frequency per Intel's spec sheets. In actual use, it may add a couple fps to the frame rate. But I doubt anyone would notice a difference if it were next to each other.
