Intel HD Graphics advice

I'm looking for a GPU for my parents' computer.

They only use Google Chrome for general web browsing and streaming videos, and email, so the most graphically intensive thing they would need to be displayed would be that or Windows Metro (on Windows 8.1).

My question is: For this purpose, is there a noticeable difference in smoothness and graphical fidelity between using Intel HD Graphics 4600 or a low end GPU like a GTX 750 or R7 260X?

I understand there'd be a noticeable difference between the two in gaming, but consider the usage scenario given above.
 
the only issue is the video ram size. with gpu the ram size is 1g or larger now. with onboard ram it can be as low as 64k and as large as 1024k depending on the vendor bios. also with onboard ram your using system ram as video. so if the pc has 4g and windows 32 on the pc. the rig will see 3.2g to start and then the system will shadow the video ram so your rig could have as low as 2.2g on a small 4g ram stick for the os and aps.
