Question Intel i3-3217u idle temps

I want to clean my friend's old Lenovo Q190 ideacentre.
It has Intel i3-3217u CPU and it idles at 55-60C, under load (not much load, web browsing, spotify etc..) it goes about 65C.

Running stress test temps go to 72C.

Thermal paste never replaced, but for such small heatsink it may actually be good temps so I'm not sure if I should replace the paste.

It has a small heatsink after all:

The problem is the fan is always at 4000+ RPM, even when idling at 55C.
But not sure if this is how the fan is designed (it's a tiny fan)

Maybe someone here knows if that's the specs of this fan? To run at 4000+ RPM always?

Use the graph to make sure the fan doesn't run 100% at lower temps. Good luck
